Office of Cost Analysis

The Office of Cost Analysis was established in 1998. This area provides a wide range of services and oversight to many individual departments as well as the University as a whole. Cost Analysis is responsible for ensuring that federal requirements are known and followed.  We are part of the Controller’s Office but work closely with the Office of the Vice President for Research (OVPR). Cost Analysis provides oversight of the calculation, submission, negotiation, and defense of the Facilities and Administrative (F&A) rates based on the requirements outlined in Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) (Uniform Guidance). Other responsibilities include the development and filing of the Disclosure Statement (DS-2) and maintaining cost related policies, known as Cost Accounting Disclosure Statements. This area is also responsible for the preparation, submission, and negotiation of sponsored programs employee fringe benefit rates, and the approval of service center rates.
